Charge a vessel with water and dust inn the carbomer. Start heating to 75 C. When carbomer is completely dissolved add in Germaben. Combine and heat oil phase to 75 C. Add triethanolamine to water. Add the water to oil phase and mix well. At 40 C add Veragel and cool to room temperature. |
