Sprinkle Carbomer-940 into rapidly agitating water. Heat to 70 C and add triethanolamine. Part a is very thick. In a separate vessel, mix with stirring. Add Part C to Part A and mix under vacuum to 25 C. Add Part D and Part E with agitation.
