For use on one permanent, 4 oz. of hot water are mixed together with the oxone from the envelope. Dissolve all the powder, add 2 oz. of liquid to this mixture, then add enough water to make 1 pt. Leave the mixture on the rods about 10 minutes, then complete the wave by rinsing with tepid water. This is especially successful for difficult or fine, thin hair; it may be colored if desired. Unless a bleach-fast color is used, however, the oxone will bleach out the color upon addition to the liquid part of the neutralizer. |
