Combine all oil-phase ingredients and bring to 80 C. Bring the triethanolamine, propylene glycol, and water mixture to 80 C and add to the oils with good mechanical agitation. Cool to 60 C and add the CMC-7HF/preservative solution with slow agitation. Cool to 35 C with slow agitation, blend in the perfume, and fill. |
